Voluntary social welfare organizations
Registration of voluntary organizations and institutions is provided under the Voluntary Social Welfare Organizations (Registration and Regulation) Ordinance, 1961 and Rules, 1962 from the Department of Social Services. Under this Ordinance, organizations seeking registration take registration for implementing 15 different types of social activities. The activities are child welfare, youth welfare, women welfare, welfare of physically and mentally challenged persons, family planning, prevention of people from anti-social activities, social education, elderly education, welfare and rehabilitation of released prisoners, welfare of juvenile delinquents, welfare of beggars and destitute, Welfare and rehabilitation of destitute patients, welfare of old and physically challenged persons, training in social welfare work and coordination of social welfare agencies.
Public welfare oriented agencies like Voluntary Institutions, Organizations, Foundations and Orphanages are registered by the Department of Social Services. Timely instructions and circulars are issued from the Department of Social Services regarding the registration and management of all these organizations. So far 69,996 voluntary organizations have been registered from 64 districts of the Department of Social Services. Among them there are 5285 orphanages. The number of orphanages receiving capitation grant is 4098. All these voluntary organizations have been implementing various developmental activities along with the government. The government is providing full support to the implementation of the work of voluntary organizations. Voluntary organizations are never adversaries of the government, the government does not impose any control on their work. Government considers organizations as partners in its work. Organizations have played a significant role in post-war nation building. Their achievements during this long period of independence are many. Charity or philanthropy is institutionalized through all these organizations and organized social work is developed. The role of institutional social work is immense to advance the neglected, distressed and underprivileged people of the society. It is undeniable that the voluntary organizations of Bangladesh have been able to institutionalize the welfare work of the poor and neglected communities. At present, thousands of young people have chosen this sector as a profession by self-employment. 11,531 organizations have been abolished with the approval of the Ministry of Social Welfare by taking the hearing of all the organizations which were inactive and engaged in unconstitutional activities among these voluntary organizations registered by the Department of Social Services. Number of organizations activated from defunct = 37. Excluding the dissolved ones, the number of existing organizations is 58,465. Efforts have been made to modernize the Voluntary Social Welfare Organizations (Registration and Regulation) Ordinance, 1961 and the corresponding Rules, 1962 have been amended to increase the registration fee from Tk 2,000 to Tk 5,000. Companies operating in these countries are operating under different laws and are registered with different authorities. Apart from the Department of Social Services, the Department of Women Affairs, the Directorate of Cooperatives, the Registrar of Joint Stock Companies, the Bureau of NGO Affairs and the Microcredit Regulatory Authority issue certificates to voluntary organizations.
Registration and supervision of voluntary social welfare organizations
Under the Voluntary Social Welfare Organizations (Registration and Regulation) Ordinance No. 46 of 1961, various private voluntary organizations/institutions are registered by the Department of Social Services. According to the ordinance, voluntary social welfare organizations are given registration from the Department of Social Services under the control of the Ministry of Social Welfare to implement the following 15 activities:
child welfare;
Youth Welfare;
Women's Welfare;
welfare of physically and mentally disabled persons;
family planning;
Welfare and rehabilitation of released prisoners;
Social education aimed at inculcating a sense of civic responsibility, adult education;
Recreational programs intended to deter people from anti-social activities;
welfare of juvenile offenders;
Welfare of beggars and the destitute;
welfare of socially disadvantaged persons;
welfare and rehabilitation of patients;
Welfare of old and physically challenged persons;
training in social welfare work;
Coordination of social welfare agencies.

Issuing clearance for naming voluntary social welfare organizations;
Providing registration of organizations/institutions/organizations/private orphanages/clubs/libraries/foundations interested in voluntary social welfare activities;
Approval of the constitution of the registered organization, executive council;
Approval of the extension of the area of operation of the registered organization to more than one district;
Taking steps to resolve complaints brought against registered organizations;
Supervising the activities of registered organizations;
Issuance of duplicate certificates

The activity branch of Social Services Department implements this activity. Under the leadership of Director (Activities), Additional Director, Deputy Director, Assistant Director, Social Service Officer at headquarters level and Deputy Director of District Social Service Office at field level are involved in the implementation of these activities. District level Deputy Director and Assistant Director supervise field level activities and coordinate between field level and headquarters. Upazila Social Service Officers and City Social Service Officers supervise the activities of the organization at the field level.
