Rehabilitation and alternative employment of begging population

Begging has been practiced in human society since ancient times. It has a long history in the subcontinent as well. Due to exploitation, deprivation and river erosion, poverty, disease, illiteracy etc. during the British and Pakistan period, begging became widespread. In the present times, begging has spread widely as a distraction from some people's work and as a money-making tool for a group of vested interests. Begging is a social disease. It is not a recognized profession. Currently, social and economic development of Bangladesh has taken place. There has been a transition from the position of least developed countries to the list of developing countries. Time has come to free the country from the shame of begging.


 


The Ministry of Social Welfare has undertaken a program entitled "Rehabilitation and alternative employment of the begging population" with the funding of the government's revenue sector for the rehabilitation and alternative employment of the population engaged in begging in order to implement the government's commitment to alleviate poverty in the country and to wean people from the unworthy occupations such as begging. The activities of the program started from August/2010 AD. Even though the beggar rehabilitation program started in 2010, it did not reach much. The present philanthropic government is very serious about eradicating social evils like begging forever. Taking this into consideration, for the first time in the financial year 2017-2018, money was sent to 58 districts of the country for beggar rehabilitation and alternative employment. The allocation and expenditure details from the beginning till the financial year 2021-22 are as follows-

In the financial year 2017-18, from 58 districts of the country and later from the remaining 6 total 64 districts, the demand letter jointly signed by the District Commissioner and Deputy Director, District Social Service Office requested allocation of 449 crore 50 lakh rupees for the rehabilitation of 250000 (two lakh fifty thousand) beggars. In the financial year 2018-19, an allocation of Tk 3.00 crore is available. In 38 districts, the money is sent as a bank under the joint signature of the District Commissioner and Deputy Director for the rehabilitation of beggars.


 


Dhaka city beggar free area: Initially to prevent begging in Dhaka city, the city corporation has declared some areas of the city beggar free. The areas are - the intersection on the eastern side of the airport entrance, the airport police station and its vicinity, the area adjacent to Hotel Radisson, VIP Road, Bailey Road, the area adjacent to Hotel Sonargaon and Hotel Rupsi Bangla, Rabindra Sarani and diplomatic zones. . In order to keep the declared beggar-free areas of Dhaka city beggar-free, regular miking, advertisement, distribution of leaflets and repair/replacement of broken plugstands at various places are going on. Also, the construction of 16 tinned dormitory buildings on a temporary basis in empty spaces inside 5 government shelters is underway for the purpose of keeping the beggars arrested in shelters by operating mobile courts in the declared beggar-free areas of Dhaka city. 2600 monks were arrested by operating 130 mobile courts in Dhaka North and South City Corporation areas during the fiscal year 2021-2022. 1805 were released (on condition of not begging) due to lack of adequate detention facilities. The remaining 795 were sent to various shelters. A policy has been formulated to systematically carry out the work of beggar rehabilitation.
