Rural maternity center

Women make up half of the total population of Bangladesh, most of whom are underprivileged living in rural areas. With the aim of empowerment, economic liberation and socio-economic development of all these women, the Department of Social Services under the Ministry of Social Welfare has been implementing the Rural Mother Center program since 1975. Reducing family-based poverty by mobilizing disadvantaged, deprived, poor and distressed women by ensuring active participation of women. Through this program, the targeted low-income and backward poor women of the upazila level village areas were organized and formed their own capital. Rural maternity center program is being implemented with the participation of only women capable of giving birth.


Currently, this program is running in 492 upazilas of 64 districts of the country. The main objective of Palli Matri Kendra is to inform and inspire poor women in villages about the benefits of small family formation, adult education, health and nutrition, mother and child care, as well as provide microcredit, savings generation and income generation through financially beneficial activities aimed at economic development of the poorest communities. Under this program, each member is given an interest-free micro-loan from Tk 10,000 to Tk 30,000. This loan is repayable in 10 equal installments with a service charge of 5% for a maximum period of 1 year.

Those involved in the implementation of the program:


Activities Branch of Social Services Directorate implements these activities. In order to carry out the activities smoothly, an additional director, a deputy director, 2 assistant directors, 1 deputy assistant director at the headquarters level and 8 directors, 8 deputy directors and 8 assistant directors of 8 departments are headed by the director (operations) to monitor the activities and concerned with supervision. In 64 districts, 64 deputy directors and 93 assistant directors supervise the activities and coordinate between the field level and headquarters. At the field level, 492 Upazila Social Service Officers are directly involved in the implementation of the program. Upazila Social Service Officer and Upazila Nirbahi Officer are responsible as member-secretary and president of 'Upazila Activities Implementation Committee' respectively.

Functions:


village elections;

Organizing and organizing the target poor population;

Formation of village/mahalla committee;

providing signature knowledge;

Encouraging various social issues; For example: family planning, backyard vegetable cultivation, social forestry, safe drinking water, sanitation, primary health care, nutrition awareness, family planning, care of pregnant mothers, immunization of children, prevention of child marriage, anti-women abuse and dowry awareness, drug abuse. Prevention, sending children to school etc

Provide vocational and skill development training;

Application in the prescribed application form for obtaining micro-loans;

Selection of appropriate borrowers for socio-economic development;

execution of contracts;

providing interest-free microcredit;

Support in creating organizations with own capital.

 


Areas of Citizens' Cooperation:


Repayment of the loan amount with 5% service charge in equal 10 installments or 1, 2 or 3 installments depending on the scheme from 2 months after receiving the loan by the beneficiary;

To be deposited by the party member at a regularly fixed rate;

Adherence to all matters that members are made aware of through the program;

To assist the authorities in recovering any loan received by a beneficiary if it is not paid regularly;

Providing information and assistance to the authorities in selecting the right villages/mahallas and suitable borrowers;

Inform the competent authority if any irregularities are observed in disbursement of loans.

Service Delivery Period:


1st time disbursement of loan: 1 month after village/mahalla selection;

Reinvestment: 20 days after application.
